Performance Indicators
Housing Associations are under pressure to meet performance indicators across a range of areas. CMIS has specifically assisted in the attainment of:
- GNP122 Percentage of tenants satisfied with the overall service provided by their landlord.
- GNP123 Percentage of tenants satisfied with opportunities to participate in management and decision-making in relation to housing services provided by their landlord.

Performance Indicators are to be refocused away from simple volume/cost relationships towards measures looking at the delivery of services to tenants and other stakeholders and their satisfaction with these. Focus will therefore be in the areas of the government's efficiency agenda, reductions in administrative burdens and improved communication methods. These are all areas in which CMIS has proved to be effective.
Gershon Efficiencies
CMIS creates efficiencies in line with points 2, 3 and 5 of the Gershon Review. Significant cost savings are achieved by CMIS through the long term elimination of paper. A reduction in the requirement for hard copy documents in turn decreases the need for traditional delivery methods resulting in further reduced costs as distribution is done electronically. CMIS provides a more transparent and dynamic method of working allowing departments to provide higher quality and a greater volume of output for the same effort. The need for duplication of effort (i.e. authoring and publishing multiple versions of the same reports for differing audiences) is eliminated resulting in efficiency gains, supporting allocative efficiencies. Many of these savings are cashable and can be released to enable further enhancements, and higher levels of efficiencies to be obtained.

Freedom of Information Act 2000
The Freedom of Information Act 2000 imposes a duty on public bodies to become more open and transparent in its dealings with the public by making information more readily available. CMIS can help an Authority to improve departmental efficiencies when dealing with Freedom of Information requests. In line with the Government IEG vision, the core objectives of the CMIS solution are to deliver an effective, transparent, open and accessible service to users based both within the Authority and the electorate at large; with due regard for privacy and confidentiality.

E-democracy Process Management
As Democratic Boards within Housing Associations are made up of a number of representatives, publication, communication and access to democratic information for decision making, meeting agendas and management purposes are time consuming and complicated to efficiently distribute and print. Day to day duties within the democratic process is thus generally time consuming, inefficient and expensive.
